Land reference values ​​(3.0.1)

With the establishment of the official real estate valuation within the AdV through the formation of the working group (AG) ImmoWert, the path that has already begun to integrate the standard land values ​​as geospatial data from the surveying administration into the standards of the GeoInfoDoc will be consistently continued. AG ImmoWert has developed a new standard land value model (BRM) that takes into account both the technical legal basis provided by ImmoWertV 2021 and the technical developments provided by GeoInfoDoc. The BRM was officially introduced by resolution of the AdV on February 13, 2024. It defines the standard in the UML modeling language that ensures nationwide provision and use of official land reference values, especially for BORIS-D and for tax purposes. The BRM uses the AAA basic schema of the GeoInfoDoc, which describes the basic properties of geo-objects. Based on this, object classes, object type groups, object types and their attributes are described in the application schema for land reference values. It takes into account all substantive legal provisions for standard land values, classification characteristics and other information on standard land values. The provision of standard land values ​​based on the BRM therefore enables, in particular, integration into automated business and valuation processes, not only in financial administration, but also in banking and insurance, the real estate industry and companies that offer property valuation services.

The collection, management and presentation of land reference values ​​are matters for the states. Regulations for the collection and presentation of standard land values ​​are not included in the BRM. The standard land values ​​are provided centrally via the BORIS-D portal, in which all countries are involved. The standard soil values ​​presented there in the BRM standard are also available as WMS. The states also operate their own portals. In addition to the standard land values, the country portals offer further real estate market information and tools.

The new BRM 3.0.1 model will apply to the standard land values ​​from January 1st, 2025. For information on the introduction and, if necessary, migration of data from previous reference dates, please contact the senior expert committees or central offices of the federal states.
